Learning C++ does not mean anything more than learning syntax.
When you learn to program, you basically mean problem solving. There is no limit to that.I have been programming since last 6 years and have been ranked among top 20 indians on CodeChef. I feel I have just explored the tip of the iceberg.
If by learning C++, you mean the syntax, it won't take more than a day, but if you mean problem solving, then my friend, it all depends on your goal.
Fun fact:
No Indian programmer has ever won a gold in ICPC, which is referred as olympics of programming.
The best ever rank achieved by any programmer from India is around 20.
