the second law of Newton can be stated as follows-The acceleration of an object as produced by a net force is directly proportional to the magnitude of the net force, in the same direction as the net force, and inversely proportional to the mass of the object.

It is easier to push an empty shopping cart than a full one, because the full shopping cart has more mass than the empty one. Force being experienced by a body is directly proportional to the acceleration of that body. acceleration means motion ( say velocity). No motion means no force. So F = ma. where m is the mass of that body.
