Yes in any vacuum place only gravitational force will work on it and there won't be any air to stop it from falling faster.

Yes, as in vacuum, no upward force acts due to air to resist the downward motion of the feather. So only mg (weight) acts downward that makes the feather to fall faster than that of the air.

The only thing that stops the feather to fall at the same rate than any thing else, is the friction force due to air in the atmosphere being significant in comparision to the gravitational force , the same friction thoughg acting on havier things as well is insignificant with respect to gravitational force action on them, thus it won't cause significant change in rate of fall.

and thus feather will fall with the same rate like anything else in vaccume under same gravity.
