I am a non dancer since my childhood 

And now I'm 18 so can I practice and become a good dancer? 

If you practice, yes. Practice being the key word here. At 18, your mind is much more developed, so you can understand and learn better but there are just as many distractions as well. So if you commit to practice and are honest with yourself, you can become a good dancer.

Is there any form of dance that can be learned for free?

Dancing starts with imitation. There are many tutorials on YouTube, so yes there are dances you can learn for free, however specialised training in a particular form needs specialised attention of a teacher/guru.
