No both are different but one helps other mostly to paint you need a drawing and sometimes drawing can be from nothing .

It depends, many painting forms actually teach tracing techniques, however, to perform the tracing student should be taught basics of free-hand sketching i.e. basic strokes, patterns and the specific patterns that define that painting form e.g. Kerala Mural painting will have different patterns that differentiates it from Madhubani painting. The colors and tools and techniques used during coloring are also different in these two forms, and likewise for most of other ethnic and modern painting forms.
