I can understand 50% but I don't know how to speak with others..

Only practice will make you the best. So, make at least 2 friends whom you can talk english on daily basis. This will provide you opportunity to express your self with others.

How do you intend to develop your personality?

First, do the SWOT analysis of yourself and then start list what is required and what is to be eliminated. You can do by this way.
