Start with the design of the website. What is it's purpose. What should it contain and what it should not contain. Rent a website. I am assuming you know Python. Install Python and Django on your web server and implement your design

I am assuming you are clear on your business needs. Your question is 2 part: 1. developing a website 2. Learning Python Django. If your aim is just 1, then you can get it done by hiring someone. If 2 and hence both, then there are a few things that you must keep in mind before you start on Python-Django path. Learn Python before you start with Django. Become fluent in Python basics. If you start learning Django after that. you will develop a better insight into Django. Get as much work done as possible on your own servers(apache/nginx etc) before you start renting a website. Also, not all the hosting services provide support for Python/Django. So be careful in your searches. https://www.pythonanywhere.com/ is a good place. They have some free stuff too. read less
