Angular has two major versions
Angular v1 called as AngujarJS which is the first MVVM framework. It is quite easy.
Angular v2 and later has many fundamental changes, which requires a different kind of programming practice. It uses typescript for scripting. Web developers from javascript background feel it somewhat difficult. It has RxJs Observable pattern in place of events, which is a kind of functional programming.
Though Angular has a steep learning curve it has a very sophisticated structure and programming practice which is ahead of all other frameworks.
React is a Library by facebook. Initial development is easy, but to make a multi-functionality project requires integration of lots of 3rd party APIs. So complexity increases.
In short, if I say
AngularJS is a song
React is a Rap Song
