Is it grammatically right to omit "whether" in this sentence: They will follow you no matter you feed them or not? Why so?

Omitting "whether" in this sentence is fine as you have already written "no matter." No matter is itself used for an "if" situation.

In this sentence "whether is acting as an article, you can omit it but I would replace it with "if. You need an article to make the sentence a complete and logical thought, expressed in words.
