Watch english news on Doordarshan, NDTV and India Today (then when you gain confidence shift to Times Now and CNN IBN) Listen to BBC radio english. Watch classic television British comedies. Speak, listen write without a hint of self doubt, practice and correct yourself. If you wish to be trained specifically for IELTS, lots of resources available for that. If you do as i say, you can get an 8+ score in 12 weeks.

You should read more and more books but only reading is not enough u need to imply it while speaking. Once after learning grammar u need other attiques how to speak etc.,
