In simple words, I would like to answer this question by only explaining one point. It's a rule in standard GB English. In simple words, I would like to answer this question by only explaining one point.

It's a rule in standard GB English.

That any word which has a consonant after R, or nothing after R, there will be a stress on the syllable before R and R are silent while pronouncing, e.g., sir, tart, mart, superb, bird etc.

Whereas if any word has a vowel after R then only we pronounce R  in that word. For, e.g., rat, care, rope, rice etc. Also, there is a difference in pronunciation due to rhotic and non-rhotic English. Generally, all the speakers from countries like India, Canada, Pakistan, US etc. are rhotic and thus pronounce R in their speech. Rhotic is used at the mass level if we learn English as our 2nd language. But If we want to learn standard  GB English, then we need to look for this non-rhotic rule.
