You must know the words that are coming in the daily news papers. It will try to improve ur vocabulary as well as could be used for ur mains answers. Upsc questions will be having some catchy keywords. So english could be helpful. Csat questions will be of english grammar , vocabulary etc .one has to qualify csat along with paper 1 for writing the mains. For Mains and interview ,you can even attend it in ur mother tongue. Hence language wont be a barrier but proficiency in english is always preferable in upsc
