Second or used violins may be wonderful if one knows how to select. This is because as the age increases and more you practice, the tonal quality of violin improves. It also depends on the wood used for it's manufacturing. If you are a very beginner then it's better to go for a new violin with average cost. It's more better if you select a violin under the guidance of a professional violinist weather it is new or used one.
