Vocal music is basically using human voice to create a sounds that are pleasing to the ear. Harmony would be a perfect example for how the human voices could be arraged to make music.
Where as Instrumental is when only an instrument or instruments are used and arranged in a systematic way to make music.

Vocal music is where we use our voice(vocal cords in the throat to get the output sound as sapta swaras.
It is basically singing with your voice.
Where as,
In instrumental,
we use the particular instrument to get the sound of sapta swaras.
Example: Veena, a string instrument where we play swaras by stricking the string and simultaneously pressuring the string with the other hand at various places to get different swaras.
