Wordpress Self hosted Blog :
You need Hosting account and then download and install Wordpress ( Latest version from Wordpress.org) Wordpress do not charge for hosted version of wordpress but you need to pay for hosting and domain to any of domain and hosting sellers such as Bluehost, Godaddy and siteground.
Wordpress.com blog: This can we used in two ways.
1- As subdomain of wordpress.com eg- Garima.wordpress.com (Which is free but with limited functionality and you can not use plugins in this case to make your blog work as you want.)
2- As your own domain eg- garimablogger.com ( in this case you need to pay for domain to wordpress.com )
Keep in mind there are two things - 1 Wordpress.com and 2 Wordpress.org
