A very interesting question. The answer lies about a very basic fact, both the tests are about proficiency in the English language.

Occupational English Test (OET) is an English language test for healthcare professionals recognised by various regulatroy healthcare bodies.

Personally speaking, I found many of the students opting for OET instead of IELTS, nurses for example, went into the mode of the technicalities of the test and forgot that it is a test of English and not about the nursing skills. 

Therefore, even though they could answer each and every question and handle the situation perfectly, they were found wanting, because they had to assume that the patient knows only English and no other language. Even their writing skills verged more on technicalities rather than the basics of English, such as sentence structures, grammar, spellings et. 

In accordance, healthcare professional can opt for OET, provided they pay attention to the language rather than their own technical expertise.
