It takes time. One must put some "extra" efforts which include learning new words, learning sentences related to situations, remembering Grammar rules, and making conversations with others based on what one has learned. However, to develoo more confidence to speak, one needs a person who will explain how sentences are formed and what words can be used appropriately in the content of the speech. That person "The Coach." Only the coach can guide you to speak grammatically correct English and this in turn boosts one's confidence levels automatically. English CANNOT be perfect unless "fine tuned" by a coach.

Hi, This is an approach I would recommend to speak fluent english with confidence.
Step 1; Listen and repeat, Watch english movies with subtitle and practice, again watch a movie without subtitle and observe.
Step 2: Read out Loud; anything.. whether it's a banner on the street across your balcony or a book on a couch..
Step 3; Try speaking in English with your friends and don't be afraid to make mistakes.
You will speak fluent english with confidence in no time.
