No. It is not possible to speak fluent English within 3 months. However, it is possible to progress to higher levels with constant practice speaking with someone good in English, watching movies, reading books, and learning vocabulary. It is a gradual improvement process and one needs to be patient and not simply "give up" coaching just because it didn't meet with expectation in 3 months. If you have the passion and are willing to put adequate efforts, I guess you will be able to have good fluency in about an year's time. But excellent fluency depends on continuous exposure to English speaking environment and consistent learning.
