A vowel is pronounced by pausing our breathe..but we can pronounce consonants without stopping breathe..

AEIOU (these are the vowel's) and 99% of words at least a vowel, every other letter is consonants. The odd word may use a Y instead, and if your here Welsh words in spoken everyday conversation that has a CWM - pronounced koom which is different again but these are micro exceptions to the rule.
