There's nothing like pass or fail in IELTS. It's just a language test to show the competency level of your English.
The average score most of the universities look for is an overall band score of 6.5, with not less than 6 in each module. However, top-tier universities ask for an overall band score of 7 and beyond 7.

Hi, the minimum band score requirement is 6.5 bands for the Academic IELTS exam, depending upon the university's admission criteria. On the other hand, for the General IELTS exam, you need to score a minimum of 6.5 bands and maximum 8-L, 7-R, 7-W, 7-S. Every country has different band score requirement for the General IELTS, which can be located through the VFS Global website.
